New Orleans tragedy

I'll be as brief as possible
1st
I've been to New Orleans
absolutely loved it
everyone was GREAT to me
2nd
math
I will grant you
I've never delivered 100,000 people to safety...
however
100,000 people need
200,000 quarts of water per day to drink
THERE IS 200,000 quarts of bottled water at BJ's in Avon, Mass.
What IS the problem!!!
If there was a problem...
why was it not solved in the first 12 HOURS?!
I never suspect ill-intent
merely incompetence.
I suspect poor leadership,
not poor staffing.
I read one quote
...who knows if it's true...
that said
"there's too many frickin chefs in the kitchen".
One second the men are search and rescue
the next
they are law and order.
